Where does the money go in Randolph?

Every household in Randolph has to pay $43.50 (Click Here) just to live here and if you own real estate you have to pay taxes as well. Every year for the last seven years,except one,  the city has made a profit and spent it, on what I am not real sure. It isn't to fix or replace the park equipment or fix some of the the cities streets and sidewalks.
